4. Practical Recommendations to the German Government and Foreign Office

Following from the strategy design, this section lists practical perspectives for mediation. Since the agenda and priorities are decided by the parties, Germany will be able to assert only little influence over the topics discussed.119 Therefore, the dangers of this approach must not be forgotten. Without clear evidence about the Taliban and the Afghan government’s good intentions (e.g. in light of previous severe violations of women rights)120, no unnecessary risks should be taken by the German government. It has to be emphasized to all parties that if fighting continues or suicide attacks on polling stations or aid workers121 occur against prior agreements, trust will be lost and mediation procedures will fail. This is important for the process as well as for the German government, which risks being viewed as foolhardy by its citizens. If news about the facilitated dialogue become known or agreement is not reached, it is important to stress Germany’s solely facilitating role.

To create an atmosphere of constructive dialogue, and to counter-act international spoilers, Germany should take a clear position of separating the Taliban from al-Qaeda. It should be made clear to the Taliban that any rapprochement with al-Qaeda (e.g. to improve negotiating positions122) will not be tolerated. To support this demand, it is important to emphasize to the Taliban that al-Qaeda has no interest in Taliban national goals, and has, on the contrary, used Taliban shelter for their jihadi purposes and intentionally provoked the Taliban’s overthrow with their 9/11 attacks.123

Finally, on Track I it is vital to engage with the Pakistani and Iranian leadership through the EU to ensure their commitment to a political solution. As the analysis has shown, large funds and military support is provided by these countries.

Recommendations to the German Government and Foreign Office:

For interactions with President Karzai and the current Afghan Government:

  1. Emphasize the importance of a peaceful post-election transition, and offer side-meetings enabling Karzai to confidentially express concerns or mistrust towards other international actors.
  2. Offer assistance in decentralisation efforts, and encourage high-level conferences regarding federalist approaches to be presented to the Loya Jirga.
  3. Maintain support for the strengthening and training of Afghan National Police (ANP), and encourage a higher inclusion of Pashtun vis-à-vis Panjshiri officers.
  4. Jointly convince the warlords of the benefits of federalist structures from tax collection, provision of security by national police instead of militias to law enforcement.
  5. Exert pressure to fight corruption and heroin production, which are major Taliban concerns.

To facilitate dialogue with the Taliban:

  1. Build on the existing relationship with both Taliban and Afghan officials to gain additional trust.
  2. Provide a secure and confidential space for Taliban, Afghan officials and others, including the U.S. representatives, to meet free of media interference; Facilitate dialogue without enforcing views.
  3. Align any action along a long-term strategy and suggest confidence-building measures; e.g. continuous political recognition and inclusion of the Taliban in the Pashtun heartland of Zabul, Kandahar and Helmand provinces in return for Taliban security guarantees during the 2014 elections.
  4. Promote support for a long-term UN-administered mediation process, building on previous secret talks and confidence-building measures; Engage partners to promote such a process.
  5. Make clear that any Taliban association with al-Qaeda is not acceptable and threatens the talks.
  6. Ensure that non-Pashtuns are included in the talks.
  7. Unmistakeably condemn all suicide attacks esp. targeting civilians.

In GIZ development assistance at the civil society level:

  1. Leverage GIZ capacities on-the-ground for trust-building initiatives in the German-administered parts of northern and north-eastern Afghanistan
  2. Draft strategy for the empowerment and education of citizens (esp. girls and women) with the goal of making the warlords accountable to their populations
  3. Engage warlords where necessary to provide security for aid workers, but advocate the necessity of federalist structures with rights and duties for both the centre and the periphery
